"It wasn’t until February of 1870 that the 15th Amendment was established giving citizens of the United States the right to vote regardless of race, color or previous conditions of servitude. Although this legislation was established African-American US citizens were unable to put it to use until years later. The Library of Congress states that it was nearly a century before the law was employed. Southern states disenfranchised African-Americans through poll taxes, discriminatory enforcement of registration rules and literacy tests."
