La Prensa: Census counts lead to controversy in Texas

"The U.S. Census counts everybody, but lawsuits filed in Texas argue that counting the undocumented is akin to diluting the strength of votes in certain regions.
Legislative redistricting battle lines are already being drawn in the wake of new U.S. Census figures, including two recent salvos in lawsuit form seeking to discount undocumented immigrants from some counts -- counts that show the exponential growth of the Hispanic population.
Redistricting is the process by which political boundaries and legislative representation are established in response to census results. Given Texas’ exponential growth over the last decade – 23 percent growth to about 25 million people per the 2010 U.S. Census – Texas stands to gain four more seats in the U.S. Congress, bringing the total to 36."
