The New York Times: N.Y. Governor Cuomo Redistricting Bill Limits Lawmakers’ Role
"New York Governor Andrew M. Cuomo introduced legislation on Thursday to create an independent commission to redraw the boundaries for Congressional and state legislative districts, promising to end the longstanding Albany practice of protecting incumbent lawmakers through creatively drawn districts."
According to Ballot Access News, the bill, A5388, allows for the possibility of including people on the Commission who are neither Republicans or Democrats.
